The ONLY thing Orange-Hair has in common with Kasen is the hair buns; her clothes, hair color, hair style, eye color, LACK OF A SEVERED ARM, everything is else is totally different. And Momiji just looks like a regular white wolf girl without her outfit. Touhou isn't mentioned anywhere on the DLsite page either.

they may be wearing different outfits and kasen with dyed hair but their clearing kasen and momiji.
like if i made a picture of mario but colored his clothes yellow it would still be him.

edit: then all i can tell you is the artist is just ripping off the originals. like all the stupid OC characters in sonic that are clearly just recolors of existing charcters with slightly different hairstyles or accessories. they still get lumped in with sonic despite being lousy rip-offs
