Alright so I bothered to look at the artist's Inkbunny account (https://inkbunny.net/Tuke) and I found out that the blue owl's name is Casey and is of ambiguous gender. Neither of these characters are from Zootopia, some other Disney movie, or any movie for that matter... Toke made these characters him/herself. This means that the Zootopia tag needs to be removed.

The comic states that the bird is male ("he was all yours"), the inkbunny page only lists "male" and - as has already been stated - birds have cloacas. If you look at the author's other works, that's how he portrays male birds.

So yeah, the bird is male.
