Forbidden Content

What's the deal with forbidden content? Probably in this case, it means no premium comics, but then I see it on doujinshi, which means, if it's only premium or copyright content being forbidden, then shouldn't all of the stuff we upload be forbidden? And if it's solely an anti-shota/loli/toddlercon (though toddlercon does deserve to drown in the blood of jesters), why is content with none of these issues also going under forbidden content?
