Edit: No, the potion doesn't get used on Wiz. Kazuma suggests that she spend time with people for money(not specifically sex) since she stocks nothing but crap, and people jump at the chance as you said, but when it falls on Kazuma at the end it specifically says Aqua and Megumin are affected by it. It works as advertised, like all of Wiz's items do. It's just a terrible item.
