Ukyo x Ryouga is a very common ship does at least have a bit of canonical support, since the two of them go on several dates as part of various schemes to ruin things for Ranma and Akane, and both the manga and anime play up some romantic tension between them during those times. I wouldn't call it a strong pairing, since Ryouga is more explicitly set up with Akari (the pig girl from later volumes), but it has at least some support.

@Petsura: The Ukyou x Ryouga ship is actually a very common ship in fanfics, in part because of the second movie and a chapter from the manga that was turned into an OVA (among others that paired the two). While opinions vary, there was a sort of logic behind it until Akari and Konatsu were introduced as the intended love interests for Ryouga and Ukyou, respectively.

And yes, this artist seems to have taken on the mission of having Ryouga have sex with everyone, it seems. Nothing wrong with that.
