@DJ_Puchuu, it's not about being outside so much as about exposure or at least risk of exposure to outside observers. I suppose from their perspective IC what they're doing might count as mild exhibitionism (depending on where the spot in question is and how likely someone else is to stumble on them), but we don't actually see that in the doujin itself, and no significance is put on the fact beyond a single off-hand remark from the girl. As such, there's no exhibitionism content in the doujin (which is what people searching by that tag are after), even if the situation is tangentially related.
