Probably from one of the Columbine shooters, Eric Harris, the number is just his pixiv ID. If I'm wrong, and it's deeper, then I'm curious.
His twitter does make it seem (very obvious) that he's very much into school shootings. Hopefully he keeps it in 2D only.

That said, as a fiction thing, this is quite funny and interesting, nice find.
