By what I see, she's supposed to be well known. Both cosplayer and character.

Character is Ping-yi, based on a character of Chinese literature, first known in this design is through Tony's artbook.

I don't quite know how and why, but she's supposed to be quite popular among Chinese and Taiwanese cosplayers (at least as I see) and Otaku-fans.

While not a established series' character, she's an established character, I believe. (because of the quantity of cosplay/3rd party artwork of her)
