According to the guidelines, no. See: https://ehwiki.org/wiki/Expunging#Superior_Versions. In this case, these tiny character images are not really character CGs but probably the battle sprites from the "Battlers" resource folder, and they are very close to the lower image size limit. The earlier gallery was uploaded by Princess_Sakura and he usually uploads everything he can find, so I would think he had good reasons to skip these. However, this gallery is still more complete because it has properly merged event CGs.

In general, I think having character CGs would make a gallery more complete (under the "Images should be as released by the source" rule) and I always put them in if I can. However, while character CGs are nice to have, they are usually not the most important part of a game or a game CG set, and it can be unfair if you can add some character and/or background CGs and replace an event-only gallery. A common and valid strategy to get around this is to upload the character and background CGs separately so that they do not conflict with any existing event-only galleries.
