A reasonable question.

In terms of pure technicality, castration does not necessitate the loss of the testicles. It simply means the loss of their actual use. Hence chemical castration which was popular once upon a time as a means of dealing with sex offenders (or homosexuals in the 50s, or whatnot), which deactivates the testicles without removing them from the body, does count as such.

In terms of this series, the word used for it is '去勢' which can mean 'castration' as well as 'enervation', which is synonymous with castration in the usage of 'loss of vitality'. That isn't really what they're going for in this whole thing though. Ignoring the repetition of it all, given that in the second part they'd already talked about Luceus losing all virility already, the whole point is really just to emphasize that their balls don't produce sperm, their dicks don't get erect, and their genitals generally are just little leaky faucets more than anything else. (Due to the carnal crests basically fucking them up in that manner after they fall prey to the pleasure it induces.)

So, yes, emasculation is the name of the game, but castration isn't really wrong in its usage either. (And I mean, if you want to be stupidly technical, emasculation is a whole other word that originally meant to remove both the testicles AND penis, but later evolved into a general point of losing masculinity via other, less drastic means, so... moving on).
