I'm pretty sure the creator or someone else would've noted that aspect of Rumi. I think she's simply toned and muscular because of how her quirk works. She most likely needed to be strong in order to handle the pressure on her body.

I'm more glad that this exists. I'm surprised she hasn't made even a minor appearance in another doujin since she shares similar characteristics to Yoruichi from Bleach.
