I don't think she is Chariot. Her name in this doujinshi is 日焼けちゃん (Hiyake-chan) which is translated to Suntan-chan. In one of the galleries on this site she is described as Chariot but on her official dakimakura page, as well as author's pixiv it is mentioned this is an original character. But on the other hand she totally looks like her. Mda Starou probably wanted to avoid conflict with Black Rock Shooter when he was selling dakimakura with her, same story with Filena Waal figurine (I've also bought it, can't wait for her) which is totally Stren-chan look alike.
Better don't vote Chariot tag.
