It was the anime art style of the time. Anime has come a long way in proportion styles. Looking back at old styles like the original Spaceship Yamato (women literally looked like fashion model designs with extremely long legs and faces), comparing the original Devilman to Devilman Crybaby, what people drew back then, may be different now.

Perhaps if Air was made today, the eyes would be different. Either way, it still is a beautiful and sad story. While the proportion of the eyes may look odd now, the pupils are stunningly colored. A good example of changes in art style remade for modern day anime is the reboot of "Gegege no kitarou"
