If anyone knows more than I do, on the last page I was uncertain on "…五十鈴さんにキツくシゴかれてるとか?" I went with "... Maybe Isuzu-san is being too hard on him?" but I've never seen キツくシゴかれてる before and it didn't show up on my usual resources. If I have messed anything else up let me know, but please be gentle.
Otherwise I am very happy with this TL and would love to work on more KanColle stuff (especially poi).
The line that you're wondering about is a play on words, which is hinted at by the fact that katakana is used. Kitsui is an adverb meaning firmly, tightly, strictly, etc. that describes the verb Shigoku. You're right that Shigoku means to be hard on or to work someone hard, and it's also slang meaning to jerk someone off, so there's a double meaning. It's difficult to translate puns--maybe something involving the phrase "Take a load off" would be appropriate?

There is one equivalent: to 'bust your balls' doing something is to put in effort, to 'bust someone's balls' is to be hard on them, and busting balls has the obvious ejaculation connotation. I don't think it would fit though.
You could go with "jerking him around" as that's a synonym for giving somebody a hard time. Considering the way you went with the line, you could actually slightly reword it to be "a hard time" instead, with the implication being that he's actually getting hard. That way is a bit more subtle though and I'd expect most people to miss it unless you bolded "hard" or something.
