The point of tags is to describe what sort of content's inside, not to meet the letter of the criteria and feel good about it. And baseless speculation about what the odds of the characters being seen are is not content. Using that logic one may as well add this tag to every other manga on the grounds that there might be a hidden peeper that's never shown on any of the panels nor mentioned in any of the text bubbles.
