I defer to Rumiko Takashi's writing of Cherry defining it on TV in 1982 during Urusei Yatsura: Lolita complex is a Middle-aged man who pines for "bishoujo" (beautiful young ladies)

So in the most classic sense a "Loli" is a beautiful shoujo who is open to loving older men!

It refers to adolescent women entering womanhodod - puberty has started but not finished. Lupin 3rd uses it much the same in Castle Cagliostro in 1978, as does Cybele Henshubu which says Loli's 10-15 years old while 5-10 is Heidi and Alice complexes.
