Considering that the blonde guy was referred to as “Kitsunezaki-san”, I’m guessing he was a kitsune playing Trickster God here. Dude was a comedian hoping to get with a gravure idol (I’m assuming that was a Japanese culture thing), so the kitsune changed him into a gravure idol for his own amusement.

he's not a tanuki, he's a fox (his name is kitsunezaki, lol), and when tanuki and foxes transform themselves into human forms in order to play tricks on humans, they use a leaf (usually depicted as being put on top of their heads). it looks like in this case he turned a leaf into a fake business card in order to trick the dude-- notice the leaf mark on it on the first page -- and kept in his jacket pocket? that's what i would assume the leaf is at the end--the business card falling onto the ground and turning back into a leaf, though it isn't totally clear. anyway, it's basically a monster-plays-tricks-on-human story.
