Besides sometimes showing scenes or art better than what's in the work, covers are sometimes weird like that. I remember there was some FSN one that showed Rin and/or Saber on the cover, but it was entirely about Rider. Rider, one of the most popular FSN characters who has a ton of works. Why wouldn't you want to say she's the main character?
