That would make sense, but so does having the darker pubes. Hair color on the body is affected by a lot of things, and one of the more important ones is hormones, with a higher concentration of them leading to darker hair color. Different hormone levels exist throughout the body, which can lead to cases of people with blond hair having red/brown facial hair, or brown hair with black facial hair, or in this case, blonde hair with dark pubes.
Please note, I'm not really sure about some of this, my primary source is the Game Theory video about Mario's mustache, I could be horrifically wrong with this if someone that knows these mechanics better comes around.
