This is just the time stop story by Itou Ei from this collection. There is actually another version of this story in Cotton & Lace (which is higher res and with different censorship). The censorship there is the black bar type, but I found it to be much more annoying than the mosaic (it's very nearly a black lightsaber), so I went with this version.

So if the thing has a range, out side of the range time is moving right? what happens at the edge of the range of the machine. Same as @Red 255, I couldn't stop thinking you would be busted in no time. The moment you activate your time machine, every people at the periphery would report the time stop. Government would investigate, take a map, trace a circle, find the center. Good luck to run with your big ass time machine! The most likely answer is that it isn't absolute time stop. Complete Time Stop is impossible because for the very reasons you stated. Time involves the concept of objects moving relative to each other, to stop time would mean to stop everything in the Universes movement relative to each other except for you but when you consider you are actually moving millions of miles per hour through the Universe doing that would cause you to instantly become a smear on the pavement or fly off into space. Also you wouldn't be able to breath oxygen and all other problems.

But you could potentially slow down time so much that it makes everything seem as if time has stopped.
