In fact a long time ago he started uploading artbook with a comment that artbook must < 20mb. Though there were some people complained about that or asked why, but most said nothing, until some time point later. There were some people to blame, but not a certain group of people to blame, just how people act and react in this situation. If you still remember LWND, who did similar things a lot and the comment from other language users are basically the same. In case you cannot read Chinese, the words in the red block generally means "it's a pity the raw file isn't good enough" but not blaming the uploader himself did a bad job, at least not on the surface.

Personally, if the uploader spend all those money and time to buy and scan those artwork, then spend extra time downsize the raw files then add watermarks before uploading here, I'm not sure what he can really get from disgusting others. If I was under this situation again(yes again, because I experienced something similar before), I will just stop scan/translate or editing, whatever, like now. If I found those low quality scan online somewhere, I can just credit it and ask people to replace it if they have better scan, like lots of people did before.

But after all those are all personal opinions, and what cgc did is also his personal choice. I will not judge it is right or wrong, as long as he was happy by doing this. As I said before, it's just how people act and react in this situation.

The first comment in this link(https://e-hentai.org/s/97b7d9a21b/1675712-153), posted on 13 Sep 2018, said that the scan just sucks.
The most recent comment, which is likely the reason that causes the uploader's reaction (the uploader also underscored that part), said it's a pity that the quality of the image source is not good. I hope the uploader can... This is much milder tone. Thus, I would rather say that this single comment is not the single cause, there must be more complicated reasons than that.

Because none of what he does is bannable.
Sure it's low quality and watermarked, but none of that are valid reasons to expunge, even less to ban.
The only way to remove those galleries is to upload a higher quality version of them.
