When you see tags like "no penetration", it is probably by someone that read the rules tagging section on how to tag. It says that tags are to be placed on what is seen in the gallery. They probably interpreted both the tagging rules and the tag description too literally. It's true there actually is no penetration activity shown in the gallery.
