I can tell you why. It actually doesn't show him hypnotizing the girls or what kind of wicked command he is giving. It's been established in the past chapter, that he made it into the school as a councelor and with what is happening it is highly likely that he has everyone under some kind of "change of common sense" manipulation (otherwise he wouldn't be able to do what he is doing).

And it is the most boring shit hypnosis can do. It's a permanent "i can do anything" get out of jail card that doesn't really build on anything that hypnosis is great for in erotic literature. For me, the erotic comes from the gap between before and after the victim is changed. Making that public decency officer turn into a slut, having the tsundere go all deredere, turning the tables on a bully, humiliating and degrading the prideful stuck up female student president or turning the smart honor student into a dumb degenerate - that is what makes hypnosis sexy.

The last 2 chapters however only did humiliation (having sex with a prostitute, wow, thats some dope as shit - not) and exhibitionism play with a bit of breaking her in through increasing her sensitivity. These are like the side-grades to a dish. A bit of salad, peas, carrots to the meat and fries you normally get with a big serving of mind control / hypnosis. On top of this it was mostly just sex with her being a non reacting puppet. If the author wanted it to be sexy, he should have had the victim get brainwashed to be the agressive party, dragging saitou into the toilet then fucking him while making suggestive looks at the boys near the urinals and smiling and enjoying the process even though she wanted to puke internally. There is no struggle anymore it seems and we don't see the victims side as much as we did with Azusa, Kaede and Saya.

Also I think the author is wasting good characters by not at least making those 3 reappear in some manner. That being said, the first 2 chapters of an arc always were a bit worse than the last 2, but if he doesn't come out with a huge payoff in the next chapter, I don't think I'll be that hyped for future chapters to be honest...
