I'm unsure if this is accurate, but I heard that the C&D turned out to be fake. Whether or not that's true, he decided to continue both the copyright friendly version he started AND this comic, he uploaded the most recent page 3 days ago, over a year after the previous page.
So whatever the specifics are, yes, I would say it is back to being ongoing.

I couldn’t not be more excited. Honestly I feel like Oversexed Evolutions looks pretty meh and the pokemon setting of this (the original series) looks much better than Kuro’s offshoot due to the (possibly fake) Cease and Desist

Basically, Oversexed Eeveelutions is top tier (especially if we get to see some time with male version of Lust)

My current understanding is that the Nintendo C&D affected kuro's ability to put it on his patreon (as Nintendo was upset that he was generating fat stacks of cash from Nintendo's characters behind a loose legal interpretation of a paywall [the claim was that he was going to be making the comics anyways so people were not paying for his labor, or something along those lines]). However, if the artist uploaded it without monetary compensation, it is considered fair use (somehow) and is allowed to be continued.

Kuro is at some spot now where they are able to make both comics, there's a lot of fans for this series, so it's being continued for the time being. There has been no source explanation to my knowledge (nothing on patreon, he might have mentioned something on twitter, but I don't follow him there).
