It's Jintsuu, a human personification of Japanese WWII warship with the same name from Kantai Collection game. And the white dude is called 'teitoku' or Admiral, the representation of you (the player) in game. This cosplay gallery is essential an in-game mechanic, when you can marry your shipwaifu to...power 'em up.
