Technically, yes. It's used in movie ratings amongst other things in japan. On websites like Pixiv and DLsite though, it also means the work is lewd but not lewd enough to cross the R18+ line.

For this particular work it just means there's no nudity or sex in it while still being porn, at which point it's mostly a fetish thing. Minors aren't allowed to buy this, it's not on the all-ages side of DLsite.
