Is this really Simon? Art is similar, but completely different from every other work I've seen from him. Face and torso styles are especially different.

There are other translation from that book which seems fine even though the dimensions are different. Like @VodkaAllDay said, it probably used the CN version. I don't know if they tried to compress the higher resolution version, but this one is really bad compared to the rest. Most likely compression, the 1062 x 1500 ones are from COMIC ExE and this one is a bit higher than that. I recommend copy/pasting the translation to the one in the link above.
