I think you might be a tad confused here. This character was designed by Ryuu Horie, which anilist at least says is a man. She is from a collage of characters designed by and representing the assistants of Horikoshi at the end of the first volume of MHA. Horie did not make his or herself into a character for the series, just made one to be a stand in. Page 3 and 4 are from their twitter, and they are contributing to it by retweeting other fan art and making more than just those 2 pages as well..

OxRad, she was created by one of Horikoshi's assistants.
She was supposed to make up herself as a Heroine in the MHA world.
As you can see, she made a very interesting choice for looks and power.
I honestly wonder what she's thinking seeing all of this.
I need to find her Twitter and use a translater tool to find out.
