If you look at the publisher's other works, apparently they also did the "mangafication" of other hentai anime, which makes me think that they are just some small company buying the rights to those OVA and trying to "leech" off them. i wouldnt blame nemunemu because some publishers do hold the rights of the works which means that even nemunemu himself might not be able to do anything even if he was against it.
