It seems that the definition has dramatically changed. When I looked up on the internet years ago for the definition of NTR, the definition was CHEATING. (It is possible to have cheating without NTR, but usually cheating is the basic part of NTR.) There was NO mention of cuckoldry (fetishism & married men only) whatsoever back then, which is an entirely different thing. Even the tagging guideline for Netorare in the E-Hentai forum specified cheating, with NO mention of cuckoldry (fetishism & married men), though I haven't checked there recently. I just did an internet search on 'netorare' and now I see the mention of cuckoldry. However, if you do a tag search for netorare on this site and others, you will find that most of the posted works do not feature any kind of cuckoldry (i.e. cuckold fetish or married men only).
If the definition of NTR has changed, then the new definition should have been given a new name, rather than changing the original definition. Changing the definition right out of the blue was just plain STUPID. A guy likes a girl, but the girl is not aware of his feelings and she is having casual sex with some other guy who just enjoys screwing the girl.
This situation is NOT cheating because there is no established romantic relationship between the guy and the girl that he likes. I suppose you could just call this jealousy, or a crush (i.e. unrequited love). However, for some idiotic reason, mangakas treat this situation as cheating. Either they do this because there is no specific term for this situation, or it is because they are STUPID and they don't really understand much about human relationships. (My bet is the latter.)
If you've seen Japanese adult videos or other media which has been labelled 'NTR', you will find that the stories are about cheating, and NOT the situation stated above.

In some hentai works, you may have noticed that the girl will say to the guy who is screwing her that she loves his cock. The mangakas use that line to show that the girl does not have romantic feelings for the guy, and so they are just having casual sex. Otherwise, the story cannot be labelled as NTR or 'cheating' so we have 'unrequitted love' instead. Considering the situation in these stories, the MC still has a chance to be with the girl that he likes somewhere down the road since she has no romantic commitments. So, some of you readers should not be so upset with these false 'cheating' stories.

It's understandable that people are confused about what NTR is when stupid mangakas don't even know themselves, or they label their work as NTR just to attract customers. Here's a nice example:
In this story, a guy convinces his little sister to make sex videos so they can make some money and the brother enlists his friend to screw his sister. During the making of the videos, the brother gets horny but despite this, he doesn't make a move on his sister because he knows incest is wrong. There is no romantic feelings between the brother and sister and there was never any established romantic relationship between the two. In the end, the brother lets his sister screw around with his friend outside of the video production, and the sister flashes her body to her brother as fap material.
Is there any cheating here? Nope. All we have here is a brother who NATURALLY got aroused by what he was seeing but that doesn't stop the mangaka from labelling the work as NTR.

Finally, I'd like to state why cheating stories are so popular. A lot of readers just can't look past the cheating part of the story, but the reason cheating stories are popular is because the cheating enhances the sex scenes. Here, we have cheating because there are two people who REALLY want sex; The flat out desire for sex is more than in the typical lovey dovey story. Check out the differences in dialogue during the sex scenes between cheating and vanilla works and you'll see what I mean. Just remember kiddies, this is all FICTION and there's no reason to get all upset about FICTIONAL cheating stories, so just enjoy the more intense sex scenes.

What's actually wrong is that people don't understand that if you studied the Japanese language and culture and gone through their forums, streaming videos, and websites for at least a decade, you'd understand that all cheating is NTR.

Only outside of Japan does this mysterious separation of cheating from NTR even exist.

Cheating seems to have been separated from NTR in the West because there were people who claimed NTR was bad, but did not want to admit to liking NTR when they enjoyed cheating stories. It was then that they made up a completely arbitrary "rule" that cheating is not NTR, even without understanding that whenever people cheated in Japan, netoru was taking place. That has been the case since this fallacy was invented in the late 2000s and that seems to still be the case today.

One of the best examples of netorare in Japanese manga and anime culture is Dragon Ball Z's Vegeta taking Bulma away from Yamcha (even though it was Yamcha's fault for being a cheater himself) and is even directly made fun of in comedy manga like Gintama (Gintoki actually used the word netorare).

If you enjoy cheating, you enjoy NTR. You just enjoy the netori version of NTR.
But people don't want to admit they enjoy NTR so they make up things that does not work in Japanese culture or language.
