there should be a low quality tag. for the ones that are fucked up and the ones that truly are [LOW QUALITY]

.... but i guess then if a group of people that were power users all came to the same conclusion about the work, the author, or the uploader then they could probably force the tag even if it didnt fit

In this case "low resolution" for anything below certain dimensions would work. It's an objective basis so misapplying it would be blatant tag abuse
