It states "All pages with content are colorized. A very limited number of non-colored illustrations are allowed as long as they are not story pages."
All pages related to the story have at least the color red on them. Nowhere it says that each page must be completely colorized. The tag definition, as is, means "Submissions that story pages have color on them".
The few pages that contain text and doesn't have red are not related to the story. There's grayish blue on the last two pages of the story on the speech balloons.
Remember, do not tag the japanese tag if the original language is japanese. Only use this tag if the comic/doujinshi/CG got translated to japanese or if there are more than one language in the gallery.
By the way is that bigger guy really supposed to be a wolf? The small one is surelly a mouse (hence the tags mouse boy and furry), but if i had not seen the wolf boy tag i would have used the monster tag for him.
