The point is to tag things. For a character like this, we have shemale, futanari, and dickgirl. Shemale and dickgirl do not work here; both mandate a lack of genitals. As the futanari tag does not mandate that they be simultaneously present, it is by process of elimination the only suitable tag. Take it up with the wiki staff or staff on the forums if you want another tag, or futanari itself to be amended.
