IDK, my guess is it's rated lowly because a majority of people who are viewing this gallery don't like the content, and rated it based on how they felt about the gallery. People don't rate galleries based on how well tagged they are.

Is that fair to it? Probably not. But it's also not too surprising to me that an amputee/scat/guro/cannibalism-tagged gallery that has only four pages would be lowly rated by many on the site. I think most people don't use tag filters because that risks missing out on something good enough to overlook the negatives.

As for why they take the time to vote on something that's not for them? IDK, but it doesn't matter too much to me.

Also, galleries (especially ones with somewhat unpopular subject matter) often take a little while for their ratings to solidify. It's not even been a full day since this was posted; check back in a week or two for a more accurate rating.

Even galleries that aren't particularly objectionable often start with low scores and climb (at least in my experiences with uploading).

@dragontamer8740 ya most of the guro works I see start out at 0.5 stars for first few days and then over the next week or so end up at around 3.5 stars which is good for a genre that most people hate.

Filtering a tag can cull galleries that have a tag which doesn't really encompass the entirety of the gallery. For instance, a gallery can be tagged "scat" because there's one page of, say, a shart after a sex scene in a doujin. You may really like everything else in the gallery, or the single image may not even register as something to turn you away, but having filtered out the tag would make you miss the rest of the gallery that you really like. It may not be a rule to warn people that entire galleries are nothing but fetishes the general public finds distasteful, nor is it a rule that your cover page not have shocking or grotesque content, but it's for more courteous and would make your gallery less prone to attracting negative scores and unsolicited visitors. At the same time, it isn't a rule that people filter and stay out of galleries that they won't like and it isn't a rule to not rating bomb galleries either.
