Yes, 17 and 18 were normal humans enhanced by Dr. Gero with technology. But he also brainwashed them to only care about killing Goku. They wake up practically only knowing what their mission is and pissed off at Gero for giving them orders. They know they are each other's siblings and how to fight but that's pretty much it. We don't know the extent to which Dr. Gero's brainwashing damaged their common sense because Torayama was very, very bad at characterizing the duo much beyond "bored and aimless" (which, frankly, he only did them that way because he didn't know which direction to take the Cell arc yet when he introduced them so he was stalling). Now, Perry went a bit too much overboard with the brainwashing theme, but he at least chose a characterization and stuck with it.
