@LrdReficul: I'm not sure about the tagging criteria on this particular site, but technically, yes, they do need to be flat-chested (not toddler, though) to be loli. Loli means a pre-pubescent girl above toddler age. If her breasts have started developing, it means that while she might be well underage, she has entered puberty and is thus no longer a loli.

@Krozam that's a fascinating take on the definition of lolicon.

The definition on this website (you can click the "show tag definition" button) only refers to undeveloped bodies.

We can argue the definition distinction between undeveloped and underdeveloped... but if you're trying to say that Plum-chan isn't a loli because she has some breast development and is therefore not prepubescent, then we're going to need to change a metric fuck ton of gallery tags. Further, why have an oppai loli tag if you can't have any breasts? Wouldn't any breasts at all be "oppai loli" in that case? Look at how many of Kiliu's works have lolicon tags with huge breasts and hips.

I'm not trying to tag third year JK as lolicon... but they absolutely do not need to be flat chested prepubescent girls.
