I checked and you're right. I've updated the raw link, but I probably won't reedit the whole thing due to how minor the difference is. I think when I downloaded the one the commissioner sent to me I looked at the newer one and thought "meh, black bars are black bars" and just used the former. I should've looked closer, my bad.
