Clearly some problems with the writing.

Harley's bloody escapades are directly linked to trying to get the Joker's approval. left to her own, she is simply a chaotic ball of, "I want to do things via pure impulse, with no responsibility, or accountability". no outright motivation to build a criminal empire.
The new Bats wants to "join her", not lead. so, Bats motivation should then parallel Harleys. Literally just Thelma and Louise.

Harley's search for love is then a further element. Having found a partner, that is focused entirely on her, Harley's own crime motivations would largely vanish. However, then the biggest issue here is, while Bats wants Harley here... Harley likely would get bored with Bats constantly simping for her. She didn't make herself love Bats. Harley is desperate for love... but would not know what to do with it, when she found it.

Part of the problem, is that as a corruption comic, the fact that all the changes happen offscreen, and the fact that Fem-Bats blends into the background, means it's hard to really get into it.

That said, for a REALLY small, silly comic, it's okay. And the Gwenpool style fourth wall break is funny.
