In one of the audio dramas Hikari DOES say she looks more like a mouse than a cat, but that's merely a quirk of design. Given that she has attacks like "cat punch", "cat kick", "cat's eye", "cat laser", "cat trick", "cat rush", "cat scratch", and "cat tail" there is literally no room to suggest that Tailmon is anything but a cat.
