That's my guess as well. She's using the boyfriend to try and make him jealous so he pursues her. Another hint is when she's kissing the boyfriend she's looking directly at him before addressing him. Her idea was probably to entice him to have sex with her often enough so that he fully falls for her exactly like her mom planned. It's hard to say if she was having sex with the boyfriend on the side, a typical h manga would reveal she dumped him after having sex with the MC but who knows with this.

In the end, it's not like he was terribly upset about the best friend even before hooking up with the mother. If this gets a sequel I'm expecting the daughter to reveal her plot and try to steal him "back".

No, it's more like she tried the subtle flirting approach, but he himself was too dense at the time to truly notice. I witnessed a similar situation to the one you described, but with a different outcome. The girl had feelings for the guy, but he was too dense to understand them. So her friends advised her to forget him and move on. Well, all's well that ends well, but still they wasted 5 years of their lives on "easy" partners simply because they couldn't properly tell each other how they felt.
