I think its the standard, he/she can transform at any time. its just he was actively NOT transforming, and was only doing so, when forced. and not having sex. So he got stuck.

We could easily go with desperation. Each one of the teens has rather extreme body issues.
A Dullahan is most definitely a rare and specific taste, so she doesn't have much of a pool aside from creepy types.
