Well I think it's an interesting series because the ending of that oneshot manga kind of left a lot of things hanging and I hope to see an serial where the survivors go from here when they settle in some colony with a lot of sexual situations like clone incest with their quick birth family/mother or one of them decided they wanted alien babies and offered to be the first human to receive interspecies insemination

well biologically speaking cloning is a exact copy of individual, it is bad as it will cause genetic bottleneck
also the cloned cell actually is "old" as the mom while the old plain baby making is truly new cells

What most developed countries are dealing with is not a lack of population, but rather an aging population, while the population of working-age people contracts.

We have a fuckton of people that are getting to their 60's and beyond and it costs the government money to pay for their pensions and look after them. Making more babies would be the worst solution to the problem since they too, will eventually grow old and will also need pensions and healthcare. You can't collect tax from either babies or old people since they can't work. The issue has nothing to do with human extinction, it's purely an economics problem.

Also, our current economies will actually see a benefit in slowing population growth, the less children you have the more money you can put into educating them which in turn makes them more productive members of society. The rednecks that are popping out kids non-stop are just dooming their kid's futures since they will be poorly educated and thus remain forever poor.
