That girl is an unnamed orphan that travels for a while with Jotaro Kujo and friends before she is sent home. After she left, the battles tended to be much bloodier.

As of Episode 6 of the anime, her name is Ann. Bizarre choice indeed and a new doujin might update the fact that her skin is now tan instead of white. Maybe.
