There used to be two kinds of regulations for the distribution and sale of hentai magazines. One was the softcore ones that could be sold in normal bookstores and convenience stores, and the other was the hardcore pornography that was restricted to porno shops/explicit adult bookstores. The severity of censorship on the magazine depends on which category it falls under. (Until in 2019 they banned "adult" magazines in convenience stores altogether.)
The softcore magazines (kairakuten/beast/hotmilk/penguinclub/pizazz) have always looked like this pre-2019. They took full white genitals in return for higher availability and sales.
