No she is Proto Merlin, as even Proto Arthur isn't deceived by her and calls her out. She's trying to pretend to not be Proto Merlin which is why she got the Pretender class but she is the actual Proto Merlin. Also Merlin gave Artoria a dick so that she could do her "Kingly duty" and have an heir.
