The way they were talking about being "sloshed" implied that it was an inconvenience, so it might not be a permanent.....absorption? I don't know what exactly happened, but it might not be snuff.

Edit: Okay, checked out some other works by this artist, and turns out that being unconcerned about mortality and the finality of death is just a theme in this world. It probably is snuff.
