My head cannon was that no one stole the red X suite from Robin. The suite itself became alive, because of it's power source "Zynothium" which has been stated to be very powerful but very unstable. The unstable nature gives it great versatility, which is how the Red X suite has so many abilities and I believe eventually gained sentience.
