When you click on the tag, there is two options: "vote up" and "vote down".

When critical mass of downvotes is accumulated, the tag will be removed automatically.

If you already upvoted/downvoted the tag, instead there will be option "withdraw vote". After withdrawal, your stance on the tag becomes neutral, and two options mentioned above would become aviable.
