If you played the game, you would find futanari in p65 is also player. The ninja helped you disguise as a female to enter a female only area. So I think cross dressing is a better description?

I just finished the game and noticed most of the scat scenes were not present, to the point of not even being part of the illustrated book gallery. Is it just not included/unfinished, or is it opt in content?

I did the full collection. Most scenes happened after you clear the game. You can move around to talk with characters again. There should be hints inside the illustrated book when you click each character.
