There are indeed safety issues aside from the risks of "incitement," mostly things like having insufficient footwear indoors with large student traffic between classes can lead to more injury which can lead to institutions being sued. There is also a need to respect authority and not shove your private parts into the faces of peers (neither teachers nor police enjoy it when someone says, "Am I being detained?!"
